It's misogyny. Start there. I don't see why it's difficult to answer a crime just because the perpetrators use different pressures. If somebody steals in a smash-and-grab, and somebody else steals through embezzlement, do we say, "Oh my goodness! So complicated and difficult to respond!"? No, we know theft is theft. Why are we still acting like domestic violence is so murky and confusing and taboo.

It's confusing and hard for women to find their way out of violent domestic situations. But it should be remarkably straightforward for society to prosecute violence against women.
