They're only being transparent because these rules are more aspirational and they want them to catch on. If their community really followed those rules there wouldn't be any need to explain, you just would pick it up naturally.
To be fair to them I think every community has their own " guidebook " about which words are " ok " to use and which ones are " bad " to use but not every community is transparent about it at least their wiki is transparent about what they find " ok " and what they find " not ok " to " totally not ok " at least...
