It's about controlling you, so do whatever you were doing.

I occasionally scream back in rage despite the fear of getting stalked and/or my head bashed in. I do not recommend this but sometimes I cannot contain my rage that is accepted and legal to be subjected to lifelong harassment just for being female in public.

Even if there were nothing but an unenforceable law against it, I could at least pretend to call the police and scare some idiots.

A few years ago a law was passed in Montreal effectively banning bilingualism in businesses. It was legally unenforceable and everybody knew it. Still, the familiar greeting of "bonjour hi" on entering a shop was replaced with "bonjour" overnight.

I can think of a far more useful application for an unenforceable speech-policing law, anywhere, but apparently too many people don't care or are eager to protect their freedom to harass women for leaving their homes.
