Avoiding Japan, South Korea and Israel is probably for the best too since they are close allies of the US of A who is one of the Eyes...
China is not a part of the Eyes nor is it close allies with one of the Eyes but it has huge restrictions on Internet freedom and no privacy so... That leaves... Maybe somewhere in Latin America or Slavic Europe? Or maybe even somewhere in Africa... XD
Most piracy websites seem to be hosted in Slavic countries like Russia or Latin American countries ( Nico the owner of some websites for piracy of old retro games is from Argentina apparently ) and I think the owner of the Fruit Farms is living in a Slavic European country so if they can get away with the Fruit Farms and piracy I think a site like Ovarit should be no issue for them as well...
