Sorry for my ignorance, but what does "NOC" stand for? I looked it up but couldn't find out. All the NOCs I came across stood for:

When I looked for "NOC gender identity" I got this chart - "Culutral Values and NOC Gender Equity" - which ranks different countries in the world by giving them scores for the following: Power Distance, Uncertainty Avoidance, Individualism-Collectivism and Masculinity-Femininity

Narcissists of Color and Nitwits of Color were my first two guesses. But I held back from sharing those guesses coz as soon as I had the thought that the OC in NOC in the poster "has gotta be something of color" like you say, I checked myself for fear that assuming this was racist of me.
Your point about the DSM is interesting. The sources I saw say "Not Otherwise Classified" is a term used in insurance specifically related to workers' compensation claims.

I got it from a thread wherein they share memes posted by liberals and/or trans people.
It might be a KF or 4Chan shitpost, but it equally might be real 🤷♀️
Think of how many shitposts from 4Chan broke out of confinement into real life, such as the V For Victory salute getting turned into a dogwhistle that means "Only 2 genders," or when 4Channers made posters that said "It's okay to be White," and the media picked that up to be a racist dogwhistle.

At this rate this would probably be a real thing eventually. There's so much in-fighting in the trans-community over types of stuff like this already.
