In Mainland China people cannot access FB, Twitter, YT, Insta, Linkedin. . . . none of it. So the Xi and his totalitarian regime has no right to cry foul if other countries kick them out. They never allowed foreign countries to influence or control their own people.

Because formatting doesn't actually delete anything. All it does is mark the space as free to reuse (trying to explain this in a non technical manner), but what was there before will still be there until something else writes over it. You can find programs that will do this for you and I recommend doing this before disposing of old hard drives.

But, a 3rd party program that takes all the guesswork out of the equation might be the right choice for users who are computer illiterate or for users who seem incapable of taking advice from people who do know what they're doing.

It's not necessary if you're just installing a fresh OS. The old data gets flagged for overwrite and is changed whenever the new OS gets round to using that block of storage.
He wasn't it was a laptop he'd been given to thoughly clean for some guy who wanted to sell it, he'd already formatted it before my brother got it, he attached it to his own PC and read the drive and then printed off a personal document from it to show the guy to prove the point.

From what I understand, there is also a crazy difference in the way China allows TikTok to be used - children are not allowed on it during certain hours, and topics such as mathematics and sciences are promoted, for instance.
