Romans had a lot of statues with large penises, it is rather unremarkable from a scientific point of view.

It definately looks like a little apparatus of some kind, like a latch, peg to hold something, etc. for some tool only men use, either strength or hunting related, or ceremonial, because that's what men worship as their power source. Sigh.
