Ability to create new circles by getting enough votes?

Right now, it seems like only site administrators can create circles. This might mean it sometimes takes a long time to get circles created.

It might be complicated to code, but what if enough people vote for a circle, it gets created?

That way, it's not like Reddit where subreddits can be created very easily by one person, who can hoard subreddits.

This method permits circles to be created with community input and keeps the site fresh, active, and growing.

Maybe there could be a new page that's like "Propose a Circle"

And then you can input the circle name, the head moderator for it (can be yourself or someone else), and a brief description explaining why the circle should be created.

Then there can be a page with all the proposed circles, and options to vote for each circle. Once a circle gets enough votes, it gets created.

Circle proposals could expire after a week if they don't get enough votes.

Since Ovarit has a level system, maybe only people over a certain level can propose and/or vote on circles, to keep circle creation abuse down.
