Whenever I see “flair” next to my user name and click it, it comes up with a “change flair” box, but no way to save it. Am I Doin’ It Rong or are they not functioning in any circles now?

If you're not suggesting a feature so much as a change to how the site was made to function, or suggesting a change to the rules, guidelines, or mission of the site, (ie Philosophy of Ovarit posts) use /o/Ovarit.
