Pin comment to top of "restricted" circles' comment lists
When someone clicks on a thread in a circle that restricts who can post (for example, o/Lesbians), have an automatic sticky comment or other text at the top of the comments that says, "This post is in (circle). In accordance with its rules, only (lesbians/detrans or desisted women/same-sex attracted women/other restriction) may post a comment here."
