Sadly dont know, but there are meny books on the subject in whitch it was definitely men who inveted this inorder to either control the birth processes from midwifes or more likely this creep stuff to.

If this video is correct about it being Louis XIV starting it, it's after 1660.

ETA it's wrong, and you're right - 1598. Louis XIV's parents hadn't even been born then!
