Someone hired him. I would be interested to know exactly who and exactly why.
Basically, his husband/partner, Arun Gopinath. He was director of a company called Sacro that was awarded lucrative contracts to provide mixed-sex and TQ-friendly services after several cities in Scotland decided to end funding to women-only support centers. Relevant quotes from the article:

Any man so obsessed with taking over rape services for women is suss. I can’t believe for a second he is acting from benign intentions.
JK Rowling’s ‘white imperialist feminism’ doesn’t call women bigots or try to retraumatise them further to serve the ego of a power hungry grifter. Sounds pretty good to me!
I agree with everyone who suspects Wadhwa of being a predator. I feel like predators don't want to acknowledge that their victims (women who are raped) actually ARE victims.
Does this remind anyone of that time Rose McGowan was trying to talk about her book at Barnes & Noble and a "transwoman" started screaming at her in the audience, like he was trying to play victim olympics with a woman who was raped and then harassed and stalked by law firms and spy agencies?
Turns out that very same "transwoman" who attacked Rose McGowan at Barnes & Noble once raped an underage girl back when he still identified as a man. And then he hates the "white cis feminist" who took down Harvey Weinstein...
It's a pattern. I think the same pattern is playing out here.
The day he resigns or gets sacked will be a great day for women in Edinburgh and the Lothians. I'll personally crack the champagne.

honestly I think he should be deported, we are too soft on those who abuse our hospitality, why waste tax payers money putting him in prison for fraud, because he is a fraud he got the job fraudulently and is breaking the equality act. don't waste anymore time or money on him just get rid.

he was born in india I have no idea how old he was when he came over here but I wouldn't be surprised if he came here to escape some nasty criminal things, he's a walking red flag, just nasty inside and out.

I wonder, what's his game? He seems like a gay man. He could have pseudohomosexuality, but he does read as gay to me. Why then is he obsessed with harassing women rape survivors?
I can't shake the feeling that Wadhwa is himself a predator. A man with a deep rooted hatred of women who took the job specifically so he would be in a position of power over vulnerable women, able to deny them access to care, and thereby able to inflict further harm.
The real question however is why he was hired in the first place, considering he did not meet any of the requirements. He's not only not a woman, he appears to not even be a counsellor, yet he kept counselling women in one on one sessions.
This man is an abusive monster to his very core. He is absolutely evil
