
I still hate the use of "assigned at birth" for the legal language here. That does hurt women and interfere with intersex people. Ihman Khalif was assigned female at birth though not actually female.

Rumours have surfaced that Caster Semenya wore a male school uniform and has in fact always known that he is male (which make sense since he is even a fertile male with his own biological kids).
Might be the same with Khalif. A tiny penis is easily differentiated from a vulva. A very idiotic male doctor might assign the baby female, but everyone knows he's really a boy.
There have been pictures circulating of Ihman Khalif as a kid - dressed in stereotypical "little girl" garb and lots of pink. Have these been authenticated? I have no idea - maybe they're of his sister or some complete stranger.
I see three reasons for him being raised a girl:
His balls didn't drop immediately and his country was willing to cheat.
What language would you use that wouldn't exclude people who have a Y chromosome but are outwardly indistinguishable from women but also wouldn't include men who have had their penises removed?
I guess that depends on if we are indeed including xy people that have a very specific dsd as xx people.
If we wanted to include them and make exceptions for them, then literally just make an exception for that specific medical condition
