Regarding the claim of $8 million spent on making mice transgender, it's actually true
The claim was so bizarre that CNN first "fact-checked" it, and when the White House provided the actual proof, they backtracked it.

They're spending money on first giving mice cross sex hormones, and then checking the efficacy of vaccines to prevent HIV and breast cancer growth.
That's money that could be spent on researching those things on, you know, normal humans. But naah, first they have to create a problem by giving cross sex hormones and find treatments for it.
It's a pharma grift all the way.
