I had to use VPN to even get the option to report this tweet because of what you're mentioning. The german twitter version doesn't even offer "it directs hate at a protected category".
It seems like we would have but honestly we don't. Article 5 of the german constitution protects free speech. You can say almost anything. As for the choices in regards to twitters reporting system, I made some screenshots.
At first it seems identical Screenshot one. But if you click on "it's abusive or harmful" you only get the following choices Screenshot two. You probably could report that tweet for violation of the Netzwerkdurchsetzungsgesetz. It's a law against online hate crimes and I don't think that the tweet will be considered a hate crime. Even if I'm disgusted by it.
I’m not well versed enough to know if it constitutes a hate crime per se but they literally said “hate”. 🤷♀️ Whatever gets them to look at it! Thank you!!!

I haven't seen the German reporting page for Twitter. I'd be curious of the options. I know Germany has pretty strict speech guidelines.
