Need Advice or SupportI think there's a sex buyer in my building??

I'm looking for advice here, so I'm not sure this is the right circle. It seemed too heavy of a topic for the Women circle though. I'll remove if needed.

So I've been in the elevator with this guy three times over the last week or two. Every time I've seen him, he's had a different woman with him. Yanking them around, shoving them out of the elevator, grabbing, pinching, generally being abusive. Today the woman asked him to stop, and he bent down and started whispering really aggressively to "shut the fuck up" and then some things I didn't catch. There must've been some kind of threat, because ahe didn't say another word and she looked so close to tears when they were leaving. I'll say right now that I'm assuming sex buyer and not abusive relationships because I've never seen the same woman twice, and they all have the appearance and dress of a woman who may be being exploited. I don't know how else to put it, I'm sorry.

So that's everything I've observed. I googled the laws in my state and unfortunately, while prostitution is pretty heavily punished ($25k fine, up to 3 years in prison) solicitation is not ($2,500 fine, up to 1 year in prison). I don't want these women to get in trouble if I am right that this is prostitution.

However, I don't feel right doing nothing about this. Has anyone else experienced anything similar? Any advice on how to proceed? Also if it wasn't clear, I'm in the US, in a major city.
