Klein asked Shor, "What should the Democrats do?" and his response was literally "wait until closer to the midterms, then react to what the Republicans are doing at that time."

Exactly this! But they are listening to him because he was able to win. His strategy will be to ignore trans issues while campaigning, but pass laws once elected.
If someone from Delaware has better information about this, please feel free to prove me wrong, but my impression is that the House seat was basically handed to McBride. He had institutional support which all but assured he'd get the nomination, and, in that district, the Democratic nominee not winning the general election would be a huge upset.
